A man who stabbed, beheaded and cannibalized a 22-year-old aboard a Greyhound bus in 2008 has been granted an absolute discharge.
The Manitoba Criminal Code Review Board ordered the discharge of Vince Li, now known as Will Lee Baker, on Friday.
In the publicly released court documents, the Review Board says they have taken into account the safety of the public, Baker’s present mental condition and his reintegration into society.
“The Review Board is of the opinion that the weight of evidence does not substantiate that Mr. Baker poses a significant threat to the safety of the public,” the documents read.
Baker suffered from untreated schizophrenia when he stabbed, beheaded and partially cannibalized Tim McLean on a Greyhound bus 30 kilometres west of Portage la Prairie, Manitoba.
In March of 2009, Baker was found not to be criminally responsible for the murder due to his mental health issues and was remanded to a high-security mental health facility in Saskatchewan.
Li was given unsupervised day passes to visit Winnipeg in February 2015 and was granted passes to group homes in the community just three months later.
In February 2016, Baker legally changed his name from Vince Li to Will Lee Baker and was seeking to leave his group home permanently.
Baker won the right to move into independent living on February 26th, 2016, as long as he continued to take his medications and attend counselling appointments.
