15 charges laid against BC man, allegedly high on meth, in Hwy 1 crash that killed 2 in Uber

After a lengthy investigation, a Surrey man has formally been charged with over a dozen criminal counts for his alleged role in a fatal collision last year.

The BC Highway Patrol says 15 charges were laid against 35-year-old Chi Sun Park on June 9, which are detailed at the bottom of this story.

Ten of the charges are related to operating a motor vehicle while impaired by drugs, with half of those accusing Park of being high on methamphetamines at the time of the crash.

He’s scheduled to make his next appearance in Vancouver Provincial Court on July 24.

Two young women were killed in the crash that happened at the side of Hwy 1, eastbound near the Sprott Street exit in Burnaby, around 3 am on Feb. 18, 2024.

Police have said that four women were in an Uber on the way home from an evening of celebration when one of them started to feel ill.

After the driver pulled the white Tesla over to the side of the highway to attend to the passenger, the vehicle was struck from behind by a Chevrolet SUV.

Jenna Hepperle, 20, was killed the morning of the crash. Her three friends and the Uber driver were all hospitalized in various conditions.

Six days after the incident, another one of the young women that was in the crash, 25-year-old Mursal Arifi, succumbed to her injuries at Vancouver General Hospital.

With the matter now before the courts, police say they will not be releasing any further information at this time to respect the legal process.

Here’s a full list of charges laid against Park:

  • Two counts of dangerous operation of a conveyance causing death, section 320.13(3) of the Criminal Code.
  • Three counts of dangerous operation of a conveyance causing bodily harm, section 320.13(2) of the Criminal Code.
  • Two counts of operation of a conveyance while impaired by drugs causing death, section 320.14(3) of the Criminal Code.
  • Three counts of operation of a conveyance while impaired by drugs causing bodily harm, section 320.14(2) of the Criminal Code.
  • Two counts of operation of a conveyance with a blood drug concentration that exceeded the concentration for methamphetamine prescribed by regulation causing death, contrary to Section 320.14(3) of the Criminal Code.
  • Three counts of operation of a conveyance with a blood drug concentration that exceeded the concentration for methamphetamine prescribed by regulation causing bodily harm, contrary to Section 320.14(2) of the Criminal Code.
